Club Tendances Carbone – Carbon Trends Club
The quarterly meeting that enables you to understand carbon markets
Club Tendances Carbone aims to pool understanding and analysis of the development of the European Union Emissions Trading Scheme or EU ETS. This scheme, which was set up in 2005, has led to the emergence of a market price for CO
2 emissions produced by the major European industrial sectors. Since 2008, the scheme also been linked in to the
project mechanisms created by the Kyoto Protocol.
Club Tendances Carbone was founded in 2007 by CDC Climat Research, BlueNext and Météo-France. In 2010, the Climate Economics Research Programme, or Programme de Recherche en Economie du Climat sponsored by CDC Climat Research and the Finance and Sustainable Development Chair at Paris-Dauphine University and the Ecole Polytechnique, will be joining the Club to contribute its academic and applied research.
Club Tendances Carbone now has 26 members, including industrial and financial companies involved in the European CO2 market and the relevant French public authorities. Club Tendances Carbone is a key forum for French-speaking players in the European CO2 market, which brings together experts, researchers and professionals.
Club Tendances Carbone is a not-for-profit Club, which uses its members’ subscriptions to develop its research capabilities.
Teams from CDC Climat Research, BlueNext, Météo-France and the Climate Economics Research Programme provide high-quality expertise on development trends in carbon markets to Club Tendances Carbone. The Club also benefits from
the expertise of its members and from the expertise of academic and political specialists, including representatives of the European Commission.
Club Tendances Carbone has already called on the expertise of the following members: Pantelis Capros, (University of Athens), Olivier Godard (CNRS Ecole Polytechnique), Peter Zapfel, Nicolas Théry, Thomas Bernheim, Nadia de Souza, Vicky Pollard, Marzena Chodor (DG Environment - European Commission), Christian Egenhofer (CEPS), Patrick Criqui (LEPII CNRS laboratory - Pierre Mendès-France University, Grenoble), Christine Dreveton (Meteorological Research Centre), Stéphane Hallegatte (CIRED/Météo-France), Denny Ellerman (CEEPR-MIT), Cate Hight (US EPA), Michel Mougeot (University of Franche-Comté), Michela Beltracchi (IETA), Nicolas Boquet (AFEP), Philippe Langumier (DGAC) and Matthieu Wemaëre (a lawyer specialising in environmental issues).
Club Tendances Carbone meets
three times a year for a half-day meeting on current themes in carbon markets, to bring together research on legal, statutory, economic and financial issues.
The debates at each meeting are organised in two parts:
- an analysis of the development of the European CO2 market and other carbon markets presented by teams from CDC Climat Research, the Climate Economics Research Programme and BlueNext;
- a themed round table, where high-level attendees, chosen according to the theme, tackle the economic, regulatory and strategic issues surrounding the implementation of the European Union Emissions Trading Scheme. The themes for the meetings are selected as a function of Club members’ common interests and of current market events.
Club Tendances Carbone members receive a complete analysis report on the development of carbon markets at every meeting, prepared by teams from CDC Climat Research, the Climate Economics Research Programme and BlueNext. This quarterly report analyses the financial development of the European CO2 market, presents the compliance data supplied by the CITL (Community Independent Transactions Log) and examines European and international climate change policies.
The key events of 2010 will be preparing for
Phase III of the European CO2 market and following up on the
international negotiations on climate change that took place in Copenhagen in December 2009, in order to reach an international agreement on emission reductions. Club Tendances Carbone aims to anticipate changes in the European CO
2 market, in line with international developments.
- The first meeting, on February 15th 2010, focused on the prospects for a federal carbon market in the United States.
- The second meeting, on June 24th 2010 explored the preparations for Phase III of the European CO2 market
- Forthcoming meeting on November 18th 2010 on the consequences of the issues raised in international climate change negotiations for the European CO2 market.
